The proposal would require the Government Accountability Office (GAO) to conduct a report on the benefits to prioritizing resiliency at the Federal Emergency Management Agency (FEMA).

This provision was worked on in conjunction with City Officials in Fort Collins who are pursuing a Quiet Zone within the city. Congressman Neguse introduced the measure last Congress as an amendment to H.R. 2, and the proposal will now be included in the House’s comprehensive surface transportation bill, the INVEST in America Act.
Washington D.C.— Today, Congressman Joe Neguse, Co-Chair of the Innovation and Entrepreneurship Caucus, and Congresswoman Young Kim (R-CA) unveiled bipartisan legislation to increase access to Small Business Administration (SBA) resources for traditionally underserved individuals, communities, and small businesses. Specifically, the bill would authorize the SBA to create a MicroCap Small Business Investment Company license that will allow qualified underrepresented investment managers to participate in the program. Managers would not need to have prior fund management experience.
