Congressman Joe Neguse is proud to represent Colorado’s 2nd congressional district in the U.S. House of Representatives. As the representative for one of Colorado’s largest and most rural congressional districts — an area bigger than 8 states and spanning over 12,000 square miles — Rep. Neguse is proud to fight for the people, lands, water and farms of Northern and Western Colorado. He has served three-terms in the House, and is the first Black Member of Congress in Colorado history. The 41-year-old Congressman is a member of the Natural Resources, Judiciary and Rules Committees, and is also the Ranking Member on the House Subcommittee on Federal Lands. 

Rep. Neguse has been named one of the most effective lawmakers in the country by the nonpartisan Center for Effective Lawmaking, including being identified as the second most effective House Democrat in March 2025. He has been consistently recognized as the most bipartisan member of Colorado’s delegation, and in the 118th Congress authored the second-highest number of laws of any member of the House. Throughout his public service, he’s prioritized building consensus and serving everyone in the community, including through innovative “Service Town-Halls” that have been recognized nationally. He’s a recipient of the Bipartisan Policy Center’s Legislative Action Award, as well as the John F. Kennedy New Frontier Award, with the JFK Presidential Library and Harvard Institute of Politics citing his work to "restore hope" in democratic institutions.

In March 2024, Rep. Neguse was unanimously elected by his colleagues to serve as the House Assistant Minority Leader, He is the first Coloradan to serve as a senior member of Democratic leadership in the U.S. House in nearly 90 years.

Before being elected to Congress, Rep. Neguse served in the Governor of Colorado's Cabinet as the Executive Director of Colorado's consumer protection agency. As one of the youngest people to serve as a state-Cabinet secretary, he achieved key victories, including the recovery of millions of dollars for consumers, investigations culminating in significant financial-fraud cases, the championing of legislation to combat financial fraud against seniors, and the launch of the state’s first online filing system for civil rights discrimination complaints.   

Prior to that, Rep. Neguse was elected to represent Colorado’s 2nd District on the University of Colorado Board of Regents, where he served a six-year term fighting to make higher education more affordable and accessible and building consensus on tough issues, including efforts to lower student health insurance costs and increase wages for the University’s lowest paid workers. He received his B.S. in Political Science and Economics from the University of Colorado-Boulder, where he graduated summa cum laude, and received his J.D. from the University of Colorado School of Law. 

Rep. Neguse’s parents immigrated to the United States from Eritrea. As hardworking immigrants and naturalized citizens, they never forgot nor took for granted the freedom and opportunities the United States gave them and their children. Their experience motivated Rep. Neguse to be an active participant in our democracy at an early age, and to give back through public service. Rep. Neguse's public service is rooted in his firm belief that we should be expanding opportunities for all Americans, and he has spent his career doing the same. 

As a member of Congress, Rep. Neguse has successfully authored laws to protect our public lands, support rural public schools, expand opportunities for small businesses and entrepreneurs, and reform government transparency and ethics rules. He continues to lead efforts to tackle the challenges facing our country — from reducing gun violence, to lowering costs for working families by making health care, childcare, prescription drugs, and housing more affordable.

Rep. Neguse and his wife Andrea live in Lafayette, Colorado, where they are raising their two young children, Natalie and Josh.
