Rep. Neguse Introduces Improving Outdoor Recreation Coordination Act

May 5, 2023

Washington, D.C. — Today, Congressman Joe Neguse, Ranking Member of the House Subcommittee on Federal Lands, introduced the Improving Outdoor Recreation Coordination Act, a bill to establish a Federal Interagency Council on Outdoor Recreation (FICOR).

“In Colorado, outdoor recreation is not only a core part of who we are, but a critical and thriving part of our state’s economy. This bill would improve interagency coordination and support access to safe and affordable opportunities for everyday Americans to experience the great outdoors,” said Congressman Neguse.

The Federal Interagency Council on Outdoor Recreation would be responsible for

  • Promoting outdoor recreation;
  • Facilitating collaborative management of outdoor recreation; and
  • Providing additional resources relating to enhancing outdoor recreation opportunities.

The council would be composed of representatives from the National Park Service, the Bureau of Land Management, the United States Fish and Wildlife Service, the Bureau of Indian Affairs, the Bureau of Reclamation, the Forest Service, the Corps of Engineers, and the National Marine Fisheries Service; the Secretary of the Interior could invite additional participants from other agencies. The focus of the Federal Interagency Council on Outdoor Recreation would be to improve access to nature, expand outdoor recreation opportunities, and provide the public with improved and more affordable experiences on America’s public lands and waters.

The Biden Administration called for the creation of FICOR, as part of their America the Beautiful Initiative., and this bill would codify those efforts.
